Duggan
Brett
is an experienced consultant and works within Arad’s
Strategy and Policy Unit. He has worked on a range
of high-profile evaluations, policy studies and reviews
for government departments and public sector agencies,
including the Welsh Assembly Government, the European
Commission and Regional Development Agencies.
In
recent years he has worked extensively in the field
of education and lifelong learning and on studies
related to language and culture. He managed an evaluation
of a national programme to promote entrepreneurship
and enterprise education in Welsh schools. He also
led an evaluation and impact study of NIACE Dysgu
Cymru, the organisation that supports adult learning
opportunities. Brett has conducted a number of studies
in the field of higher education sector, including
a strategic review of modern foreign language provision
and an evaluation of the impact of funding designed
to enhance research capacity within institutions.
In
2007, Brett directed the First Stage Evaluation of
Iaith Pawb, the national strategy for the Welsh language.
He has also worked on a study for the Arts Council
of Wales, examining the impact of its international
initiatives, including the Welsh representation at
the Venice Biennale of Art. A languages graduate,
Brett speaks French and Italian which has enabled
him to undertake consultancy work across Europe.
